Courses
The courses mounted in the Academy are Induction Course and several in-service courses. The details and timings are as under:
Induction course (16 months)
On completion of the Foundational Course, that is, from the month of January onwards, probationary officers of the Indian Revenue Service undergo professional training. Intense theoretical inputs are given in Income-tax, Wealth-tax, Gift-tax, other Allied General Laws, Accountancy, Office Procedure (Administrative & Technical) and Examination & Investigation of Accounts. During training, probationary officers are sent on field-visits comprising a number of attachments, namely, with the Indian Parliament, with
Big Industries and at important field-offices. The objective of this course is to motivate the officers towards developing the right social, professional and administrative values besides equipping them with expert technical knowledge and skills necessary for making them competent tax administrators.
In-Service Courses
The Academy also organizes various in-service training courses on taxation and management for junior and senior Indian Revenue Service Officers. Details of these courses are given in the training calendar of each year. Some important courses held in past are :-
· Seminar for Commissioners of Income-tax (Appeals)
· Effective Representation before Income-tax Appellate Tribunal.
· Course on Advance Rulings and Double Taxation Avoidance Agreements.
· Preventing Tax Fraud.
· Information Technology in Survey, Search & Seizure Operations
· Seminar for Vigilance Officers
· Gender issues at work
· Seminar on Change Management
· Transfer Pricing
· International Business Taxation.
International Interaction
The Academy has been regularly catering to the requests of foreign countries to conduct training programme for their nominees and to advise them on training and taxation. Delegations of senior officers of different countries have been visiting the Academy for advice on diverse aspects of training and tax administration and to share our rich experience. Senior officers of foreign countries have also been participating in career-linked training
programs for officers of Indian Revenue Service. The Academy has successfully conducted Management Programme for Tax Administrators of
Common wealth countries at the request of Common wealth Association of Tax Administrators, London (UK).
Methodology
In addition to class-room lecture-sessions, the training methods adopted include, group-discussions, tutorials, workshops, case-studies, seminars, role-play exercises, quizzes, simulation & in-basket exercises and panel-discussions. Modern aids such as PCs and video & audio cassettes are used for effective presentations. Some purposeful training films have been prepared by the Academy. Formal and informal
counseling is also a part of training at the induction level. Sessions in Yoga and physical training are regularly held in the morning to keep the probationary officers physically and mentally in fine fettle.
