Established in the year 1973, the Direct Taxes Regional Training Istitute,
Kolkata is engaged in the task of imparting training to the various
grades of officials/officers of the Income-tax Department, from the
level of Inspector of Income-tax through Addl./ Joint Commissioners
of Income-tax. The
Institute conducts Basic Induction Course for Direct Recruit
Inspectors as also
other in-service training programs
in the form of Special Courses for the training population in West
Bengal and the seven North Eastern States. The Annual Training Calendar
of the Institute is prepared after carrying out a detailed analysis
of the training needs of the field formations.
The Institute originally addressed the training needs of
training population in the States of West Bengal, Bihar, Orissa and
seven North Eastern States. With
the creation of DTRTI, Hazaribagh, the present jurisdiction of DTRTI,
Kolkata, extend over the States of West Bengal and seven North
Eastern States. The
jurisdiction therefore spans over a juge geographical area. Apart from holding training
programmes in the Institute premises, Outstation Courses are also
conducted by the Institute at different places. The Institute endeavours to
take training to the doorsteps.
The Institute has sanctioned faculty strength of 8, in
addition to the Commissioner of Income-tax and the Addl. Director (Trg). The Commissioner of the
Institute is an officer of the rank of Joint Secretary to the
Government of India. The
members of faculty of the Institute are drawn from experienced
officers of the Department working in the field formations. The faculty members are
initially given exposure to training/learning process by way of
nominating then for Direct Trainer Skills (DTS) and Design of
Training (DOT) Courses, whereby in addition to being a subject
expert, they take into account
the performance problems and training needs while designing
training programmes and conducting them. The Institute encourages its
faculty members to undergo various training courses to gain
specialisation in the fields allotted to them. It also draws upon the expertise of
experienced officers working in the field formations as also University
Professors. Management
Consultants etc. who come to this Institute as Guest Faculties from
time to time.
LOCATION &
INFRASTRUCTURE :
The Institute is located in the heart of Kolkata at 16B,
Rowland Road. There
are, two air-conditioned Lecture Halls in addition to a Computer
Laboratory which is equipped with 21 computers and where computer
trainings are conducted. The
participants of computer training courses are given hands on
trsaining on Computer Applications.
The Institute runs specialised programme on computers like
Courses on ITD Applications etc.
All hthe members of faculty are provided with computers for
preparation of Training material, Visual Aids and also for doing
administrative and establishment work. The Institute has been
regularly acquiring and utilizing various training aids as part of
its endeavour to enhance the effectiveness of training. Priority is given to provide
high quality training materials to the course participants. To achieve this, the
Institute is also equipped with Reprographic Aids like Photocopiers
and Risograph machines. The
Institute is equipped with Training aids like White Boards, Overhead
and Multi Media Projectors, Flip Chart boards, Public Address
System, Collar Mikes, etc. which
are extensively utilised for the purposes of training. In addition, the Institute
has a Conference Room which is used for holding seminars and
meetings.
The Institute has a library with about 5000
titles covering sdubjects like Law, Computers, Service Rules,
Management and general books. The
Reading Room is housed within the Library. Apart from leading Indian
Newspapers and Periodicals a large number of reputed journals like
“ITRs”, “Taxmann”, “Current Tax Reporter” etc. are also
available in the library to facilitate the trainees and faculty
members to make the best use of available study/reference material.
For the accomodation of outstation Guest Faculties the
Institute maintains a VIP suite in its premises. It also houses a hostel for the benefit of
outstation trainees. The
accomodation is of 22 participants and is available on first come,
first served basis.
MINISTERIAL
STAFF TRAINING UNITS (MSTUs) UNDER DTRTI, KOLKATA
Three units of Ministerial Staff Training Units are
functioning under Direct Taxes Regional Training Institute, Kolkata. Two of these units are
located at Kolkata itself and one at Guwahati. While MSTU, Kolkata, looks
after the training needs of the members of staff of the Income-tax
Department working in the State of
West Bengal, MSTU, Guwahati looks after the training needs of
the members of staff
posted in the North Eastern Region.
The Units, both at Kolkata and Guwahati, are headed by
Income-tax Officers.
The MSTUs at Kolkata and Guwahati are equipped with Computer
Laboratories with 21 Computers each, which are utilised for
imparting hands on training to the staff members on computer
applications and departmental packages.
