DIRECT TAXES REGIONAL TRAINING INSTITUTE, MUMBAI

        The Direct Taxes Regional Training Institute, Mumbai (DTRTI), is an Unit of National Academy of Direct Taxes (NADT) and was established in 1973.  It was established to meet the training needs of officers and officials working in Mumbai, Maharashtra & Gujarat.  With the inception of RTI at Ahmedabad the present jurisdiction of DTRTI, Mumbai extends over Mumbai and Maharashtra.   The chief objective of the training is to improve interface between the department and tax paying public.  The Institute believes that : “People Come First” and accordingly imparts learning in an ambience which encourages candid questioning to reach mutual understanding and conviction. The focus of all training at the Institute is to enable the employees of the Income Tax Department towards level of functioning which would ensure a fair deal to the tax payers. The Institute is engaged in the task of imparting training to the various grades officers/officials of the Income Tax Department, from the level of Inspectors to Addl./Jt.Commissioners of Income Tax.

 TRAINING PROGRAMS  :

          The DTRTI, Mumbai offers a number of core courses as well as conducts special courses based on the demands of the field  formations  :

 A.        Core Courses  :

           Basic Course for Newly Recruited Inspectors, being an induction course, is spread over 50 days to enable learning technical and functional aspects of the job of an Inspector. 

         Orientation Courses are organized for newly promoted ITI’s and ITO’s  to enable them to understand the challenges of their new job profiles and equip them with the requisite inputs.  

           Refresher Courses are organised for Assessing Officers and the ITI’s to update their knowledge and skills.

 B.            Specialized Courses  :

            Specialized courses are organized to equip officers with specific and latest knowledge to handle various issues.  These range from small issues to big issues like assessment of capital markets, banking transactions, tax treaties, non-residents, leasing investment, finance control and many other such issues. 

           The Annual Training Calendar of the Institute is prepared after carrying out a detailed analysis of the training needs of the field formations. The Institute has sanctioned faculty strength of 2 Dy.Directors, 2 Asstt. Directors & 3 Addl.Asstt.Directors in addition to the Director of Income Tax and 2 Addl.Directors.  The Director of the Institute is an officer of the rank of Joint Secretary to the Government of India.  The members of faculty of the Institute are drawn from experienced officers of the Department working in the field formations.  The faculty members are intially given exposure to training /learning processes by way of nominating them for Direct Trainers’ Skills (DTS) and Design of Training (DOT) skills, whereby in addition to being a subject expert, they take into account the performance programmes and training needs while designing training programmes and conducting them.  The Institute encourages its faculty members to undergo various training courses to gain specialization in the fields allotted to them.  It also draws upon the expertise of experienced officers working in the field formations as also University Professors, Management Consultants and experienced officers in different fields etc who come to this Institute as Guest Faculties from time to time.

 LOCATION :

             The Institute is located on the 3rd Floor of Mahalaxmi Chambers, S.K. Rathod Marg, Mahalaxmi, Mumbai-400 034.  It is situated in the heart of Mumbai and is surrounded by well known places like the Mahalaxmi Race Course, Wellingdon Club, Haji Ali Mosque and Mahalaxmi Temple.

 INFRASTRUCTURE :

FACILITIES IN THE INSTITUTE  :

(A) Lecture Halls  :  There are two Lecture Halls which are equipped with most modern and advanced training aids including LCD Projectors/Monitors, pull down screens, audio system and other electronic equipment.  Lecture halls have large capacity for 40 to 50 trainees.  There are other rooms which can be used for group discussions, syndicate presentations etc.  Both the rooms are air-conditioned and provide a congenial atmosphere for learning. 

 (B) Computer Lab :  The Institute has a hi-tech Computer Lab equipped with multiple terminals to facilitate hands-on Training on all departmental computer softwares.  Besides, special computer training Programs are also organized for special group of officers.  Training is imparted from basics to specialized level depending on the requirement of the participants.  

(C)  Library :   The Institute has a well stocked Library which has a wide and varied collection of books, journals and reports.  It has a specialized collection on International and Comparative Taxation.  Besides it has books, journals, reports relating to Taxation, Law, Management, Accountancy and Information Technology apart from other subjects of general interest like fiction, literature, history, Indian heritage and culture.  It subscribes to a number of magazines and newspapers.

 (D) Trainees are encouraged to enrich their knowledge in the library.  It is  situated on the 1st floor of Mahalaxmi Chambers.    

(E)  Tea Room -  The Institute has a Tea Room for participants which is used for serving tea during breaks.  It provides an informal ambience for meeting, discussions and experience sharing.  

       (F)   Vishrantika - Vishrantika welcomes the distinguished guests/guest faculty.  It is a well furnished comfortable place which provides a serene ambience for guests.  It is a meeting place for course co-ordinators and guest faculty.  It is also a place where guest faculty can sit quietly before their sessions, collect their thoughts and do last minute preparations. 

       (G)    Conference Hall on the 1st floor  :  The Institute has a beautiful large Conference Hall having capacity of approx. 30 persons for small meetings / conference and lunch meetings

CANTEENS/RESTAURANTS  :

There is a departmental canteen on the ground floor of the Institute’s building where Tea, Snacks and Lunch are available at subsidized rates.  There are also a few restaurants around the Institute.  One of the good restaurants located close to the Institute is Race View Hotel. (Tel No. 24943986).

 

RESIDENTIAL ACCOMMODATION  :

 A.    Guest House for visiting Faculty is on the 1st floor of Mahalaxmi Chambers.

 B.            Trainee’s Hostel at Goregaon  :

MINISTERIAL STAFF TRAINING UNIT UNDER DTRTI,MUMBAI :

           The Institute facilitates training of the Ministerial Staff through the Ministerial Staff Training Unit known as M.S.T.U.  3 Units of MSTU are functioning under DTRTI, Mumbai.  One of these Units is located at Mumbai itself and the other 2 at Pune and Nagpur.  While MSTU, Mumbai looks after the training needs of the members of the staff of the Income Tax Department working in Mumbai.   MSTU, Pune looks after the training needs of members of staff posted at Pune, Nasik, Aurangabad, Thane, Ahmednagar, Kolhapur, Panvel, Parbhani, Jalna, Jalgoan, Latur, Kalyan, Kudal, Ratnagiri, Nanded, Malegaon, Satara, Solapur and Pandharpur and MSTU at Nagpur looks after the training needs of the members of staff posted in Nagpur, Chandrapur, Beed, Bhandara, Akola, Amravati, Gondia, Khamgaon, Wardha and Yavatmal.

 The Units at Mumbai, Nagpur and Pune are headed by Income Tax Officers.

 

The MSTUs at Mumbai, Nagpur and Pune are equipped with Computer Labs with 21 computers each which are utilized for imparting needs of training to the staff members on computer application and departmental packages.
